Specialists record service above 161 km/h

ABC Color reported that sources in Ukraine’s Defence Ministry told Ukrinform and Ukrainska Pravda that defence forces and ministry specialists recorded Starlink and Starshield functioning on the morning of 24 October while connected equipment was moving above 161 km/h. The sources said the speed restrictions had been lifted.

Military specialists continue to monitor the service and test it at higher movement speeds. They are seeking to establish its upper operating limits and determine how fully the connection has been restored.

Zelensky had said restrictions remained

A day earlier, Zelensky said Starlink was still operating but remained subject to speed restrictions. ABC News Albania Feed reported that he attributed the slowdown to SpaceX and said Elon Musk was aware of the issue.

ABC Color reported that connected Starshield equipment had been losing service when moving faster than 100 miles per hour, reducing the effectiveness of Ukrainian drones. The report said the restrictions appeared without notice and that it was initially unclear whether they reflected a technical problem or a deliberate decision.

Civilian toll in Ukraine

OHCHR civilian casualty monitoring, published by the UN Human Rights Monitoring Mission in Ukraine, had verified a minimum of 17,605 civilians killed and 55,846 injured across Ukraine from 24 February 2022 through 30 September 2026. The mission said actual civilian harm was likely higher, particularly in areas inaccessible to monitors, and that the totals can change as earlier incidents are verified.
